Another Kosovo mess in the making. Let the UN run things... Disarmament of local militias is not a government concern and is voluntary? Major projects bid on, contracts signed, then winning companies back out? No country or countries "willing" to go outside the Capitol to enforce law (I remember Germany threatening to recall its peace-keeper force because they might actually get shot at - like any other police force)?

UN, for sure. An electrical plant in Kosovo, undamaged when the UN took over, has gone from exporting power to only being online about half the time to being told it would have to import power: noone in charge to pay maintenance, but a whole bunch of bureaucrats to say something must be done.
