The US has long had a military plan to target Yongbyon, site of a reactor and plutonium reprocessing plant, 60 miles north of the capital Pyongyang, which North Korea says it has restarted. By speaking out, Mr Richard Perle left little doubt that the Pentagon remained ready to act. He said that the North Koreans presented a threat because they were willing to sell their existing weapons “almost to anyone who will pay for them, and we have to assume that they would do the same with nuclear weapons if they had a stockpile from which to deal”.
