Keeping North Korea at arms length after its collapse is apparently unthinkable (for domestic political reasons). So, they hope to keep SK on life support. Worse/more foolishly, they hope that doing so will allow some kind of reform to occur, so that NK becomes wealthier and easier to absorb. That's before you factor in the students and new left types who've just come to power, and steadfastly refuse to believe that NK might even BE a threat.
