Nepal, US Sign Pact On Terrorism

I wonder if this is a covert way for the U.S. to support the Nepalese government's fight against the Maoist insurgency they've seen. If the Maoists take over, Nepal will inevitably be a Chinese puppet state. I can't see the U.S. being pleased with that thought.
