Well, he is saying that if the people want a nation they must stop acting like stupid criminals. But then, Arafat has claimed to be against terrorism...

Anyone who perpetrates such an operation is a criminal against his own people… Who will compensate those who have lost their homes, which they toiled for decades to build? … We have become like a people that destroys its homes by itself. And we [of the government] are silent, so they will not accuse us of abandoning our brothers and of opposing national unity.
...We need to say clearly and with determination: 'No more, enough!' This is a crime that must be stopped. Because if we stop now, we will be able to continue conveying … that we want peace – and then anyone who believes in genuine peace will stand by our side."
