There is basically no civil authority remaining in southern cities and the situation will be somewhat chaotic and the humanitarian effort will take a while to get itself together. Casualities will continue since a military operation is a dangerous affair even when the enemy isn't firing on you. The tendency will remain to measure the prosecution of the war against a standard of perfection. Hope I am wrong, but that's how I see the very near future shaping up.
