The impact of war has been felt in Victoria's Goulburn Valley, with a Shepparton man mourning the death of his nephew in Iraq.
The head of Shepparton's Iraqi community says the man's nine-year-old nephew was killed and his family injured in Nasiriyah.
Haider Al Hakim is surprised more civilians have not been killed in the conflict and is cynical about the current death toll.
Mr Al Hakim says he believes civilian deaths are part of Saddam Hussein's war plan, whereby military units are placed near civilian buildings to get civilian casualties and "put more pressure on the United States and United Kingdom".

It's "cynical" to believe the Iraqi government uses the lives of the country's civilians the way it does?

No, cynical in that he believes the Ba'ath death squads, and errant bombs, have killed far more people than we're aware of.
I hope he's wrong, but don't expect he is.
