ROE changes allow firing on all buildings

This report from ABC (US) adds little that hasn't been covered elsewhere on CP today, except for the section about half way down entitled "Firing Permitted on All Buildings".

As fighting raged from Basra to Baghdad, members of the 101st Airborne Division involved in street clashes in the holy Iraqi city of Najaf were given new rules of engagement, ABCNEWS has learned.

A high-ranking military source told ABCNEWS that they were now permitted to fire upon all buildings, including residences and buildings of religious or historical value.

The change in orders came about after U.S. military officials say they learned that Iraqi forces were using religious landmarks as shields and hiding anti-aircraft artillery next to mosques.

At a news briefing at Central Command Headquarters in Qatar today, Brig. Gen. Vincent Brooks said U.S. troops "were aware" of sites of religious and historic significance, especially around the Shiite holy cities of Najaf and Karbala.

But while he maintained U.S. troops were sensitive to the sites, he accused the Iraqi government of being less willing to protect them. "At this point, U.S. troops are far more sensitive to the sites than the [Iraqi] regime is," he said.

There has been a hesitancy to target religious and civilian sites because of a U.S. effort to win over the hearts and minds of Iraqis, and convince ordinary citizens U.S.-led forces are not a threat to them.

This is put-up-or-shut-up time for the Shia leadership. We need to call on them *publicly* to find some leaders who are brave enough to walk in there with a crew from al Jazeera and tell these jokers, in front of the world, to get out of these shrines and not use them as fortresses. If they're really so important to the Shia, even Ayatullah Khamanei ought to be willing to make the attempt... if he's sincere.
