From the Palestine Chronical: Although the overwhelming majority countries agree that the U.N. must be at the heart of the reconstruction and administration of post-war Iraq, the U.S. once again challenged the will of the international community and appointed a retired U.S. arms dealer - whose company helps the U.S. bomb Baghdad - to oversee “humanitarian relief and rebuilding of Iraq”. Given the poor state of Iraq's transportation infrastructure & the complexity of rebuilding, those skills will be critical to bringing the country online quickly. Witness the fact that the UN & the NGOs have done almost nothing so far in Afghanistan despite having the charter to do so for a good while .... I'd bet the Japanese could do a good of rebuilding Iraq/Afghanistan too.
