Indeed. That was one of the predefined Kerry campaign strategies for election day. A memo was sent to all field offices a couple weeks ago telling them to begin claiming the lead in every precinct early and often in order to manufacture a groundswell in the hopes that people who waited until late in the day to vote would be swayed by their claims of momentum.
