I just watched the last part of the presidential debate (I worked 2nd shift). In his closing statements President Bush said that the military would be all volunteer. What about the bills in the House and Senate (S89 and HR163) calling for mandatory draft of every male and female aged 18 to 26? How are these administration backed bills reconciled with an all volunteer military?
